when it comes to trolling/inting its not really a case of "is there enough evidence" its more a case of "how many games are rioters going to manual review out of the 10.000 reports they got today?"

Nope. Had someone rage quit, come back, start running it down, and said in chat "I'm going to troll now". He won't get banned either. Unless you called you a bad name they are ban proof.
Yes, I think you should also contact your local law enforcement because I'm pretty sure this is also illegal and enough to get him arrested.
