Celerity is VERY champion specific.

It only adds an 8% bonus to your bonus movement speed.

Look at it this way, teir 2 boots only gives 45 movement speed, meaning that you're only getting 3.6 bonus movement speed. Of course, 90% of the champions in the game don't even care for movement speed, except champions like Hecarm, Rammus, or something like a roaming support. The only other way to use this bonus would to take ghost, which again is VERY champion specific.

But at this rate, is getting another 12-15 movement speed max worth taking over something like transcendence? This rune is superior in every way, 10% cooldown reduction + bonus adaptive damage for capping over. Why would you not take this over Celerity?

if you're a madman that prays for 5 cloud drakes, a warwick jungler, a janna support, and you for whatever reason are playing yi top and have an amazing yasuo mid and a sivir bottom all with 5 stacks of relentless hunter phase rush water walking and nimbus cloak and for whatever reason you're like... yep 5 man team comp with all mobilities... dude so long as we never fight anyone or draw mob aggro we can move at like 10 extra movement speed than their teams fed alistar.

It's been garbage for a long time. The 1.5% bonus is basically only 6 more movespeed when you have 400 base movespeed, and the adaptive force bonus was negligible for champs that didn't fight with lasting speed boosts.

Yet so many people still took it for some reason.

Make it 20% and have it affect both flat and percentage movement speed increases.

one thing you forgot to add (thats hard to calculate) is the softlock. after i think 380 movementspeed, every bonus gets reduced by (i think) 30%. and if you have more than 440 MS it gets reduced by 50%

BTW DONT QUOTE ME ON ANY OF THOSE NUMBERS thats what i remember from like 4 years ago or so

100% agree. I thought taking celerity would help me on Brand due to his lack of mobility, but it was almost inconsequential and not worth taking.
