Honestly that confuses me less than the fact they seem to think funneling is fine
Even if that shit has counterplay it means the only two jungle strats are be a bully who wins scuttle crab fights or successfully create a super champ via funnel. And that means midlaners need to learn how to play a support if funneling ever becomes stronger (which if its allowed in the game in the first place, will probably happen). It pretty much chokes all the diversity out of the jungle role and makes it either about powerfarming or ganking and getting crabs.
The botlane situation is pretty awful but I think it can be remedied if they just buff crit, adcs are still good late game and have a unique role as siegers. But in a world where crit is awful, the only "adc" options are Lucian, Kai'Sa and Ezreal because they all abuse on-hit.

Over 7 months since when everyone noticed the game was going wrong. And they just made it worse :D So sad.
What's easier:
A - Balance 18 adcs
B - Balance 18 adcs + X number of Mages/Bruisers.

step by step, yes. its not different than balancing other lanes, that already are diverse.
currently there is only a hand full of non marksmen viable in the bot lane. a lot of people are exaggerating when it comes to the state of marksmen atm. theyre perfectly viable.
Go look up 'The act man' he made a video on youtubecalled "what really happened to league of legends" he makes some really good points.
My favorite is this; riot is not or ever was chasing a 100% balanced state for league. They change the game for the sake of change. To keep it "fresh" not saying thats a good thing or the right thing but that's what they do. And believe it or not they WILL keep changing the game for the next 10 year's. And I can bet a lot of those changes will not be liked
