Riot Generosity?

I wonder if Riot will ever give to us any new forms of "Promotional Swag" or will they ever do that free random skin thing from long ago. If they did it'd help give some morale and would help kinda promote play time if it had a say. "If you've play within the last 3 months in any PvP matches, you would obtain a random skin drop during this time" I want to know how many people would appreciate the return of it, because the Kayle one wasn't that great since it gave a very huge amount of pull time.
