Adding some possible changes to DV Garen and DV Lucian

I feel as if, there should some form of va changes toward these 2 new skins. Because their normal VA lines don't really fit the skin idea and the vibes coming from Miami Vice at all, maybe give both them some form of accent at the very least?

My thoughts exactly like something about garen with that skin on using his q and screaming 'DEMACIA' just really really bothered me

VO takes a few months to work on. Since they didn't already change that, they aren't going too.
