Lag spikes for entire games

During some of my matches I have found that my ping goes up to 350 ms, and never any higher or lower, for the entirety of the match. Occasionally it will drop back down to 32 ms (my original speed) but that's if the game goes on 40+ min. I tried pinging google when I was having these long spikes, and had a constant 32-50 ms. Kinda confused on whats going on here.
