Some summoner names are taken by accounts that are level 1. Meaning that people make whole accounts just to take the username. Or someone would have a very good name, but they quite leagye back in season 3 or something. Is there a way that we can flush out names of people who have quite league, or people who just make accounts for the purpose of taking names?
Timethief493 votesSummonernames do get available after a certain amount of time depending on the level of the account. There are however locked names like champnames that are given to level 1 accounts that wont get unlocked.

" Normal" names become available [not for new accounts, only paid name changes] after 6 months of no games for level 1 accounts, with +1 month per level... above level 5? So two to three years for level 30 accounts (I'm assuming level 30 is the max)
There is a site called lolinactive for checking availability of inactive names. Hmm. It kinda works. But either Riot's policy needs to be updated or the website's code needs an updatin'

I could be wrong, but I think it's just 1 month per level.
