Because support Brand definitely needed two more W's worth of base mana on top of improved regen before factoring in Spellthief's.

But Karma keeps running out of mana because she is keep trying to protect herself her adc and kill minions.

Morg was buffed because doran's ring changes effect her, but she also doesn't tend to build the items that did get their mana buffed.
