The report system is actually useless

in back to back games i had someone afk for 10 minutes, no punishment for them, and also an udyr who flamed the entire team the entire game, also no punishment. id say i report an average of a person every 2 or 3 games, and always for a legitimate reason like afking or flaming, stuff that warrants a report. Even so, its been months since anyone I've reported has recieved a punishment. Riot should be actively punishing players who int, flame, and afk, instead of giving us a complaint box that is really just a trash can.

Can you prove they aren't getting punished? If your answer is "I don't get the feedback notification!" Then please note that those are inconsistent to recieve by design.

If another response is "they are still playing." Then note they may have gotten a Chat Restriction.

Also, afks are handled by another system. The report box for that is for more specific situations. Like going to a side lane to mindlessly push while they siege your inhib.

AFKers are only punished by low-priority queues, meaning they can just keep doing it over and over with no real punishment. Anyone can wait 30 min to queue into another game if it means they can rage quit if the game doesn't go right for them

Gotta dig this...

Violent hatred, incitement to suicide, racism, homophobia and now lowkey toxicity, until now I used the reporting system and like everyone else, I think, I felt cheated with the impression that nothing was done and always seeing as much (even always more) toxicity in the game. I therefore created a file in which I note all the players with a toxicity considered as serious by Riot and thanks to this follow-up I realize that in most cases, nothing is done.

These reports, I doubled them with a request to Riot support, to be sure that there is human intervention and that they did not fall between the cracks for any technical reason. I had a boat response each time of the type "I am very sorry for what you had to experiment [...] The behavior which you reveal to us is clearly outside of our acceptance. We have a 0 tolerance policy for that [...] Don't worry, I will investigate and apply sanctions if necessary. However, I cannot tell you what will happen to them for reasons of confidentiality."

Well, I followed what happened to them ... NOTHING.

Here is an example of last of these cases I noted:

#1, on 10/11/2019, still played 2 days ago => n-word + f- word (homophobic)

#2, on 12/27/2019, still played 7 days ago => "kys" + early int

#3, on 12/27/2019, played again today => "I hope you die soon"

#4, on 01/01/2020, also played today also => "r3tard [...] dogshit [...] ez game".

etc...

Having been punished myself (yes I was toxic more than once and punishment was deserved, but it was something along the lines of #4, I have never been further than this kind of insults even if it's still stupid on my part anyway) I am therefore just disappointed with the behavior of these players of course but also and especially of Riot who clearly does not care at all (anymore?).
