ok sooo if we don't get any more "cheap" champs in the hextech loot exactly how am i supposed to acquire my shards for my "cheap" champs for mastery upgrade if i don't want to use BE? [zombie-brand-mindblown]

Level ups.

And if you're only getting more expensive champion shards from loot boxes, then your average BE gain will also increase. This in combo with the lower cost to upgrade mastery makes it easier to unlock with BE
