About Akali's Shroud CD from PBE to Live

The final PBE notes on Akali said that her shroud CD started on cast. On live the shroud CD starts when the shroud disappears. Is this a bug or was it intended?

When they lowered the cooldown to 20 seconds they also reverted it to starting after the ability ended. It just wasn't mentioned in the PBE patch notes. So it's not a bug.
