After the Javelin toss hits an enemy champion, an circle and chain appears, what does that mean?

it means when you pounce it will have an increased range toward that target
It means that Nidalee can go into cougar form and have an enhanced leap range to the enemy.
You can W(cougar) on the enemy as if it was point click. Also, IIRC you get reduced W cd with it and maybe Q more damage (again cougar form) Champion is "hunted" or something like that it's called
