QUESTION REGARDING RIVALS

Now, Watching the videos, T1 picks Hashinshin for top laner, and they say he can't actually pick hashinshin for top lane.. For rivals, is the list for people to pick a draft? or is it volunteer? what stops T1 from actually picking hashinshin into his rivals team? ( actually very curious bc I actually would love to see hashinshin in rivals ).
