With all the new champs coming on board and Power Creep I think its Time to Buff Teemo

Notice anything here? Thats almost every toplaner. Hell he litterly has a 12% win rate vs
whos not a toplaner anymore. So who is Teemo really supose to counter? A
maybe, well not if he's running Nibus cloak or god forbid Phase Rush. Poor little
can do nothing.
I know, I know many people are gonna rage at me for saying he needs a buff, but
is in a really bad spot right now. Early damage? yeah but after 6 he falls off harder than a talon with 0 kills.
is suppose to fall off he's a ultiltiy champion you might say. Or maybe you'll argue he's actually strong lmfao. No he's not strong if you lost to him playing any champion above, your just r%%%%%ed, litterly. You misplayed hard to lose that lane. Hell
can sit back farm from max xp range with Q till he gets
and t2 boots then run Teemo over, underturret don't matter. He can do that playing the most passive game possible 20cs down with teemo having 2 kills on him.
You might say but
is supposed to counter teemo. Well my friend let me tell you, you can play can pretty much play any champion, pick mr rune slot as your last, Second wind, start with a Doron's shield and build adaptive helm and you win lane and Teemo's damage will do nothing to you.
This is mainly due to the Second wind combo with Doron's shield healing off his e ticks. What is teemo supposed todo not aa you?
So with that said, while this will not fix all the problems Teemo faces, Here is the buff I will suggest that will make this ultitity champion, have a niche to fill. Add a Bonus effect to all his posion abilitys. While Poisoned all healing and hp regen is negated. Enemy's under the affect of teemo's poison will have their health bars turned to Yellow for the duration, too both visually let the Teemo and enemy player know when to go in or back off.
With all the conquer champions these days and lets not even try to list all the healing in the game, this will actually give Teemo a viable position is certian comps. esp competitvely. When's the last time you saw Teemo enter the LCS if he's fine might I ask. I've never seen it. I also do not see challenger players running him. Why? because good players know how to beat teemo easy. They also know Teemo has no way to counter play it. If you lose to a Teemo you deserve low Ello. That's the simple Truth.
The 2nd Buff Teemo needs though not as much as the first is to his W passive and active. Passive should be buffed so that it doesn't fall off since a simple

on teemo, and guess what he's still slower with it active. Thats on champions like
who have no speed up ability even. Teemo
will not be able to kite his grab. as soon as he gets a

So Buff Teemo's W passive to never fall off, and buff the active side, to remove slows and grant the MS.
