If Spell Vamp was removed..
Okay, last time I checked, I was pretty sure spell vamp was removed, therefore, what is the effect of Morgana's passive, which increases spell vamp? Does it still work or is it pretty much a wasted passive now?

It still works. Spell vamp items are removed or changed, not abilities.
if spell vamp was removed, then life steal should be too.
Morg's passive doesn't increase spell vamp it is spell vamp.
Spell vamp items were removed, not Spell vamp as a whole. There's still Spell vamp on Vamparism, Spell vamp runes, and of course Morg's passive.
