why are Taunts even affected by Tenacity?

Taunts are only used by three champions in the whole game. Shen, Rammus and Galio. If you count Ahri's charm as a taunt without the autoattacks, fine by me. But I'll focus on the three guys first. They have something in common: they are tanks (flash news). And what does a tank have to bring to the fields? Either of these: Damage or CC. If you deal enough damage though, you become the thing called a Bruiser, or a Fighter. If you don't bring on the two elements mentioned, you become negligible. People can just ignore you and do their stuff. Why hit you if you have 4500 hp but do nothing? One of the reasons you don't build Zed full tank. Well, that's when the taunt kicks in, right? Basically Shen runs over you and insults you; Galio just turns into a stone showing zero given, enraging the enemy; and Rammus whispers to your ear something along the lines of "ok".

In fact, if you break their kits down, they all have just one CC apart from their taunts, except Shen. Let's see their cases one by one.

Rammus: This turtledillo may be the best and most popular out of the three right now. Even better than Shen (I'll elaborate that later). He has great clear speed in the new jungle, his ganks are awesome, all great. His Taunt works wonders in his kit with Powerball. But why has Rammus risen in popularity? As Riot themselves explained, vision has become a big things with the wolves, crab and trinkets. Mobility comes first. After that, closely, clear speed is important. Clearing is very rewarding, but a daunting task. That's why tankiness is important too. Now, why does the jungler not need crazy burst? Because laners now tend to deal more damage. Popular picks like Riven just need their target on the spot for a second for them to do the killing. Anyways, with masteries and boots, you can easily reduce that taunt to 1.5 seconds. That's a one man 1.5 sec taunt if you happen to max it for whatever reason before W. Lategame it can catch people off but that colossal 6 stacks max rank Feast Cho Gath will just block your Powerball with his body. Taunt him, I dare you.

Shen: As I explained above, now we know why Shen is back to the shadows. He doesn't have burst. Ki Strike is not gonna kill amybody without first having 4000 hp. Your shield lasts very short time and scales with ability power... But you still have your 5 man taunt and ultimate right?! Well actually at first rank your ult will just either make you lose a lot of farm and exp without teleport (even if you are playing full team with skype and score a kill bot) or the puny 200 health will not save your teammate. It can also happen that the Ezreal decided to flash E into his tower just tje split second before you ult him. Awkward situation too. 5 man Taunt? The enemy team has to be really cold and hugging together for you to land that. Nowadays teamfights are not a small circle of explosion, but a split battle of frontline and backline with some lost puppies here and there. ADCs will be really behind if they know their stuff. See that Lux a kilometer away? She still throwing lasers untaunted. Good luck reaching her with that Volibear there. But Shen can peel right?! Well, if anyone buys any kind of Tenacity (not counting masteries since the diver probably went 21/9/0 or 21/0/9), you get to taunt someone for ONE second! Yay! There goes your teamfighting. Wait for 8 seconds for your taunt but it's over. Any other tank can bring more CC. The last time my Q heal saved someone was in season 2. And you can't splitpush neither because any offensive top laner can just harrass you to no end since they duel better and have more damage. They can push like crazy and since you can't taunt minions eventually if the Jungler doesn't come to gank top, your tower will be half HP before yoy notice. Sunfire Cape? Good, you just skipped an early Randuin's, which would be your only source of more peel or disrupts. Yeah you can split push while your teammates fend off he team, etc. But any good Blitz, Thresh, or Malph can hard engage even under tower. The only thing keeping Shen alive is his Ult Into Teamfights, but if the enemy assassin already hopped on your ADC, the real chances of saving them is 50%. That's low if that's all Shen is about. Split pushing is now more about exploding the enemy towers. Just look at Jax, Tryndamere and Trundle. Specially Trundle who chomps turrets and destroy them in 5 seconda at level 9, with some points in W and maxed Q. Shen can only dream of such a pushing ability.

Galio: and this guy... let's just say: Beardyr, Braum, Leona, Garen, and skillshot cc. And as mentioned above,good luck catching all five enemies if it's not when you catch them doing Baron. The funny thing is that I had a Galio match that my team was like "okay Galio supp, Kalista will ult you into their team, Yi cleans up,it's GG!" Yeah, well their Braum flashed into my ult and his sole existence made a man out of Galio, winning them the teamfight. Also if it weren't for Kalista,I wouldn't have reached their backline as easily with my hugeass wings calling attention as one of the widest champions in the game. The main point here is that Tenacity kills Galio's only thing. His E is a joke. His W great though. His Q is a sad ball of pure damage that is too sad to hit stuff.

TLDR, Taunt is used by just those tanks and they really need that taunt to be in full duration. Because that's their main source of utility in their cases. In my humble opinion, it should be excluded from the tenacity effect like Surpressions.

I really just can't get over the fact that it's law that when you face a Galio, you get merc boots, end of story... Imho, taunts don't seem any different from any other cc, and deserve to be treated in the same way. Think about it, Galio needs attacks to deal more dmg, Rammus does thorn mail effects, and Shen is just being Shen.

It makes sense all in all; if you have enough tenacity, you can withstand a lot more taunting. :)

Tenacity in a nutshell - More time playing your character, less time stuck in CC.

CC includes taunt.

All of those are true. Knock ups used to be Riot's super CC. This is like if every champion got the best CC in the game. Oh wait... They do. It's the CC that can't be countered, and Yasuo even capitalizes from it. Anyways it's another topic. But I agree.
