What is Riot's take on Global Ults?

Are they going to take away Gangplank's global pressure in exchange for the solid damage? He is very fine right now. As well as Shen. They are unique and stand in a relatively good position. I'm kind of worried that two of my favorite champions get their ults gutted.

We don't currently have any plans to remove any of the global ults in the game and in fact have a couple more in testing that are showing a lot of promise right now (at least one of which I expect you'll see in game at some point).

When global ults have been problematic in the past (Panth/TF years ago for example) it's been because they've been free targeted movement abilities. Shen's ult by contrast shifts him to an ally's location, not any spot of his choosing, and that restriction avoids a lot of problems (forcing uneven fights at positioning of your choosing without risk of interuption, telegraph moving to get in range etc). GP's ult is free targeted, but doesn't move him, so doesn't create the same problem cases.

They're ok with global ults, but not global passives from my understanding. I think they should be fine.

Shen and Gangplank are far from fine, they are some of the weakest champions in League (Shen can't stack up to other top laners, and Gangplank flat out can't go in any role besides support, and even as a support he's outshined by dedicated support champions and Morgana.) Shen needs his cooldown on his ult reduced heavily, and Gangplank just needs to get a new passive and E, and to up the AP scaling on his ultimate.
