Does teambuilder really take into account one's skill on a certain role + champion?

I'm now on a TeamBuilder 10-game losing streak. I've been maining support over the years and I believe I'm on low gold level as a support player (with 2 main champs and additionally 3 champs I can do almost as well). I've been trying top lane and I've been doing OK. I've been having about even win-vs-loss rate. It has been a struggle but I already got the basics of the top lane well enough. Now I'm going adc (knowing adc to play support better). While the compensation icon on TeamBuilder was showing, I was having fair games with about even win-loss ratio. After the compensation disappeared, I've been having loss after loss with some uninteresting wins where I just win because I'm being carried. How can I tell TeamBuilder to lower it's expectations when I go adc but keep the same when I am support? Is it broken by design on that part?

What I'm most afraid now is that, when I'm back to the support position, I'll keep on stomping the enemy team. No matter how you see it, I don't like stomps neither when I win nor when I lose. The worst of when I stomp and win is that I get positive mmr because it is a win and then, historically, it doesn't even out correctly.

Riot Pls! tl;dr: TB broken in design? Why not queue differently depending on the role I'm taking based on the supposed skill on that role?
