Surrender Votes

Honest question, why do I need 4 votes to surrender and not 3? It's very strange, honestly. I was just in a game (technically still am but alt tabbed) with two players who are clearly duo'd and just trolling the hell out of us, and the three of us can't surrender? Really? That seems like a huge flaw to the system, Riot. Can we just surrender with 3 votes? Ya know, majority rules?

Because it isn't supposed to be an easy decision. I have voted yes less than 10 times since 2009. Alas, most folks nowadays will never know the satisfaction of turning a game around. It's quite incredible.
