Please do one of the following things for her.
➊. Reduce her early game mana costs. ➋. Remove casting time from her shield ➌. Allow her to detonate her E in mid path ➍. Make her laugh able to be heard anywhere on the map ➎. Increase her movement speed by 5

I agree her passive is a bit out of place, The main advantage with Lux is her crazy spell range. But getting into auto attack range for a little extra damage usually hurts. Unless they buffed her auto attack range this isn't the best passive for her.
But then again the interaction it has with her ult is what makes it hit so much harder then normal if you land a binding beforehand.
I'm not a huge Lux player btw.
