Annie has counterplay. You can blatantly see when she can stun. Irelia has an auto attack modifier with conditions that you can play around. Twisted Fate has an auto attack modifier. I am not sure what you mean by Nocturne has point and click cc... he has a tether that fears you if you stay close for too long. Karma has a tether that might as well be a budget Leblanc e. It has conditions you can play around. Blitzcrank has an auto attack modifier. Malzahar is counters by quick silver sash. Leona, again an auto attack modifier. Renekton... that isnt point and click. Tahm Kench's w has conditions that has to be met that can be easily played around.

Annie doesn't have counterplay. You can't outplay her stun, you just sit there and take it.

You can tell when she can stun. It is the giant bar below her health.
