and also

isnt the matchmaking supposed to give both teams roughly an even chance at winning ?

using those winrates red team (34+ 25 + 55+50 +24)/500 =37.6%

while the other team is (49+50+42+48+21)/500 =42%

Blue team has also collectively played ~1500+ more games than red team

How is this going to determine who did what now?

Flex que allows you to bring the boosters with you into your games and it is perfectly legit with riot.

OK let me explain this to you,

A lot of players who pay/paid for boosting to get to High ELo; don't continue playing ranked solo whatever, instead they hide out in other game modes. Flex queue offers an environment where they can still play for superficial ranks without affecting their solo rank while still playing seriously and you can use this to determine the huge discrepancy in their 'solo' performance and that of flex.

A high ELO player who has 70% winrate and 5 KDA on a champion, isnt gonna go 0/15 consistently on the same champions in flex against bronzes. unless they are intentionally feeding, tanking ELO or are playing on another player's account/boosted.

Oh.

They don't need that to determine if the player illegally boosted.
