Runes & How they should be compensated.
TL:DR - Give Multiple Choices for compensation.
I haven't been around long enough to know everything that has happened with runes, but I do know what should be done for compensation.
What is known about runes;
- You can have up to 20 Rune Pages
- There are many runes (720, give or take)
- With differing prices (102 -> 2050 IP per rune)

Knowing the above, you can probably see why Riot is hesitant to confirm any compensation goals.
A couple of well documented suggestions for compensation by the community;
- Give all the IP+RP back that was spent!
- Convert some/all of IP spent into X. (Champion shards / Chests / Essence / Riot Points)
- Special X for the amount of IP spent on runes. (Skins / Wards / Icons / Loading Screen Borders)
Additional changes that would be beneficial for everyone currently;
- Make the Current Runes & Runes Pages free or 1 IP, since they will be free in a couple of months anyway.
- Complete a base stat balancing on every champion when the new changes come in.
First thing I'd like to mention;
Everyone who already has rune pages and full rune sets, that have been playing against players who do not have these completed yet, have gotten an advantage having them. This resulted in extra IP for these players, whether intentional or not, it gave them a strict advantage over other players.
For this reason alone, I don't believe a full IP / RP return as compensation should be given. These players chose to spend their RP / IP on these items to give themselves an advantage and/or to become "competitive" with other players who already have them.
On the other hand, newer players were FORCED to purchase these runes in order to be on an even playing field with older / more experienced players. This is not an understatement. This is a fact, and should not be ignored.
For this other reason, I don't believe a full RP / IP return as compensation is Enough for these players. These players were forced into grinding IP in order to become equivalent to other players, and were likely inclined to choose between runes or new champions, or funneled into buying RP to purchase champions instead of using their farmed IP.
Secondly;
Older players who have been farming IP for many seasons have already purchased all champions. Some players even have every skin unlocked.
These players wouldn't benefit from a refund of IP or RP.
Thirdly;
What about the players who have exclusive Runes? They may have benefited from the runes, but they are still exclusive. What form of compensation should they receive? Would it be fair to give them a blanket refund of IP/RP? I personally don't think so. Am I envious of players with exclusive runes/skins? Hell yes. But I'm not going to sit by and say they shouldn't be compensated fairly for being loyal fans/players.
In the end this all comes down to choice. How should players be compensated? Why should players be compensated? Should players be compensated? If players are compensated, what are the repercussions of this decision? If players are not compensated, what are the repercussions then? If players do not feel compensated, what happens then?
In my humble opinion, no matter what is chosen by Riot I think we as players should have a choice in what compensation we receive.
I believe Riot should create multiple choices ranging from IP + RP returned, special items/skins unlocked, chances to use IP + RP in special ways, et cetera.
We should not get a blanket compensation to cover the entire player base. The players themselves should choose how the compensation is distributed in their account.
