How come Yasuo is placed outside of turret range when ulting enemy, but the opposite is not true.
How come the enemy is not placed outside of Yasuo's turret when Yasuo is ulting them near his turret?

Because the enemy keeps their same position, so if they stepped into tower range that's their problem. Given Yasuo's long range and small window to ult, however, it's very difficult to tell whether you're just safe or whether you're a few units in the wrong direction and about to die ingloriously. As a result, they gave Yasuo a bit of a helping hand.
