Concept for a new keystone.

My idea would be to make a keystone that could be used on a champion that is dependent on roaming, mainly solo laners.

Fleet of Foot- Gives 15% bonus movement speed when out of combat. (5 seconds out of combat)

Unfortunately, this thing could be quite powerful. But we'd never know, because the power of movement is very hard to gauge. Besides, right now all the keystones are more or less alright. I think Thunderlords needs some changes, but that's not here or there.

Look at ahri.. her damage is pretty much lower across the entire board since the removal of dfg. But now with here ability to kite with q people call her op on a daily basis
