Mortal Reminder Changes
I believe that the item Mortal Reminder has too much power vs the champions that heavily rely on regeneration to do their job. Currently, the carrier of the item can tag the target once with any physical damage and then swap off too any other target while the afflicted champion gets a 5 second debuff no matter what state they are in. Morellonomicon at least has a gate where the target must be under 35% health before the debuff can be applied so its debuff is considerably less oppressive. Mortal Reminder should receive some kind of change to the way the debuff can be applied, or should have the time cut down to 3 seconds like it's component, or just 2 seconds for both it and the component so the carrier of the item will at least have to constantly manage the target.
