Potential Jhin Enhancements

I believe Jhin currently has a severe disadvantage that affects every stage of the game. While it is an intended weakness of the kit, it is a little too weak. Jhin struggles in all in situations, both in early and late game. This is due, in part, to his low attack speed, and his reload time. My suggestion to give him a slight nudge so he does not suffer as much late game, is to allow his attack speed to scale to 1.0 attack speed instead of just ~0.9 by Lvl 18. Potentially, I also think testing a scaling cooldown on the reload to be a good idea. The cooldown of the reload remains to be 2 seconds, but, if it were to scale down to ~1.5 by Lvl 18, I believe Jhin may fall in a healthier spot.
