Is Swain a support now?
Just curious if Swain is now a good support as he is really slow and hard to kill anyone with?

what kind of logic are you even using? "he is slow and hard to get kills with, therefore he is a support" what kind of thinking even is this?
No. He has no heals or shields, his stuns are unreliable in a crowded botlane, and his sustain is unbelievably poor out of the gate.
He would be an abysmal support, unless you wanted to get a duo aggro lane together to proc his passive constantly using someone like Vayne/Ashe/Varus.
The notion that Riot erred too far in de-scarifying the cancer bird doesn't mean he's support, it means Riot caved to the chorus of fighter complaints and delivered a possibly weak champion. His waveclear is rough and his ultimate cooldown lasts forever, and the Demonflare damage proc really doesn't make up for having it down an extra minute every time.
He's not terrible if some of these things are fixed with runes - try the Inspiration tree, I think Glacial Augment/Minion Dematerializer/Cosmic Insight/Stopwatch is great on him - but still he needs either a damage-vs-minions buff or a cooldown buff or both, in my eyes, though they probably won't do any rebalancing for at least a week or two just in case some new set of runes/builds actually makes him dominating.
