What is the point of Mordekaiser?

I just don't see any reason for him. Riot seems to ignore him and his kit sucks. No mobility. He kills himself while having low range; to top it all off he is squishy. He is great if he can sit behind his teammates and pick off kills in order to get fed but any champion is great at that point.

Will Riot ever look into fixing him?
