That's because of the enormous nerf that bugfix for his WQ was. This helps compensate for the loss of speed in his combo and how much less smooth it feels. Zhonya's and QSS are counterbuilding, not counterplaying.
Dodging is counterplay against anyone. In some cases, such as Ahri, that's some of the primary counterplay.
But with Zed, you can play a passive early game and harass from a distance. When he gets ultimate, let him push the wave up to your tower as many Zeds are impatient and will dive you out of boredom or frustration. Stay away from his shadow, don't get close to a shadow especially when below half health as he could switch with it and E + AA to do a ton of damage in less than a second. Basically, play quite cautiously early on and he'll fall off. Most Zeds are a one or two trick player. He's incredibly predictable, and you can stay behind minions early on to reduce damage from Q's even if you don't dodge them. Also avoid getting caught between a Zed and his shadow as a WEQWAAE combo can be fatal early on, especially if he throws in an ignite.
That's counterplay, boy. And Zed's melee, so I fail to see how he excels at distance. Poking from over 1000 units away with his WQ combo, yes, but he needs to be very close to do the bulk of his damage. Plus his shurikens are very easy to dodge, considering their size.
