Whatever, slows cap out anyway. I believe 100 is the minimum movement speed. There's almost no difference between a 70% and 90% slow.

You forgot about the part where its duration now stays the same at all 3 ranks (2.5/3/3.5 to 2.5 secs only), and the part where it no longer Disarms anymore.
