Is Evelynn meant to "assassinate" tanks?

I mean, with her W shredding mr by a percentage instead of a flat value, and her E doing % max health damage, combined with her Q and R being able to quite easily deal 1k dmg each by late game, is evelynn meant to threaten tanky champions (and full tanks as well) more than the average assassin? Of course the damage she has still isn't enough for dealing with champions like mundo and galio, since they counter AP champions, but against a tank who mainly builds armor, I can see her doing quite a lot of damage.

Not that she's useless vs squishies, quite the contrary, but she does have elements that make her stand out from the other assassins.

She doesn't actually do a lot to tanks until deep in the late game, when she has a full or near full build. Up until then, she doesn't have the punch in the slightest to effectively kill a tank or bruiser without help. She scales on AP, and given that the jungle only affords so much to her unless she gets fed, she won t be a direct threat unless the game goes on way longer than usual.

Fair enough, although % health damage and % mr shred are pretty useless vs adcs and mages. I wonder why they put those things in an assassin kit.

for if she fall behind she has a way to get damage without buying damage

She still has to build quite some AP for it to deal good damage though. At 350 AP her E deals 20% max health in total (6% base + 12% from scaling). There's no way an ability tuned like this can be relevant even if behind. Unless I'm missing something.

I'm new to Eve and have been playing her for only a few games. I was killed at full HP against against a 30% Kled. That yordle just got a shield and healed himself up. SMH

I think it's so she can gank toplane and hurt tank junglers even after 10 minutes into the game.

I assume it's a combination of her being able to be useful even when behind, and maybe because she's meant to be a bit better against tanks (such as Ahri is, with her true damage).
