I'm about to start queueing up for top as my secondary, because 9 times out of 10, I don't get top

Like is this Riot's new way of forcing you into a 50% winrate? Game after game after game I just get either autofilled or forced to play Jungle when I really just want to play Top so I can murder everybody on Nasus. I thought that top lane was supposed to be queued up for very little right now, but I might as well be queueing up for Mid/Support with the amount of times I have to go my secondary (I always queue up for Top/Jungle).
