Preseason changes and veteran rewards?

so like everyone else ive read the new preseason stuff so of my concerns is the veteran bonuses. how long do you have to have been playing league for to qualify for the veteran rewards? that is my biggest concern. and i wander what the cds on the new runes will be, how much damage they will do, oh and especially how much shield you and your ally get. i personally cant wait for that one

The FAQ at the bottom of the preseason preview answers this.

"Are there any other rewards for veterans coming this preseason?

We're planning to give out exclusive emotes based on how many hours you've put in since the beginning of League. Playing approximately 500 hours gets you the Defender of the League emote, at around 1,500 hours gets you the Champion of the League emote, and 2,500 hours gets you the ultra-rare Conqueror of the League emote.

We're also looking into work on the profile page that'll let you show other players when you started playing League (including all your previous ranked badges). We're hoping to ship that by the end of this year or the beginning of early next year."

500 hours for lvl 1, 1500 for lvl 2 and 2500 for lvl 3.

It's based on in-game playtime rather than time since account creation as far as veteran rewards go, so theres going to be people who've been playing on and off casually since beta who may not be eligible for the highest tier of veteran reward, while it's conceivable that hardcore players who play 10 hours/day could have started this season and would still be eligible for the highest tier reward (which is at around 2500 hours played).
