Remove the flat true damage part from Silver Bolt, increase the scaling.

I believe that "tank-melting ADC" should remain as her identity, but Silver Bolt's flat damage make it so that she melts everyone, not just tanks. Vayne is supposed to be a late-game hyper carry, she should be: weak early, mediocre mid, OP late-game. But as of now, she's: mediocre early, OP mid, obnoxiously broken late-game. I'm going to be honest, I'm sick of seeing Vayne every single game. There's even a high chance that bot lane will be Vayne VSVayne in normals, accompanied byThresh ,the king of all supports.

Remove the flat and don't increase the scaling.

I lost lane and the game to a Vayne Thresh recently. I couldn't believe that I had lost and how well they played since I'm so familiar with all of their tricks. I remembered that it isn't the champion that is op, it's the skill of the player using it. (or my lacking of?)
