Would it be a bad thing to reduce the price on all runes by half?

Because it takes 6300 ip to buy a new page, and some runes cost 6300 ip (mostly quints). Why do people have to save up the price of one and more champions for runes.

I've been playing for 3yrs and i still don't have all the runes that i want, so i don't know how newer players will have the time to farm the ip for their runes and rune pages.

Would probably make the people that worked hard for their rune pages get upset like I mean really pissed. I would be if I bought something and the next day it's on sale for 50% with no partial refund.
