um. what happened? last time i checked support zilean's win rates were down the drain because of his reworked q. and now zilean has an above 50% win rate and what's more his runes and masteries have gone from 21 in utility to 21 in offense. can anyone who mains zilean explain to me this rune/mastery set?
Someone in solo queue told me Zil is no longer a support. I say bullcrap. He is a very good support. But your ADC will need to understand you are going to inadvertently steal some CS. AoE bombs, yo.
Zilean has really nice poke with his AAs and Q. It uses a fair (not a little, not a lot) amount of mana. But his starting mana pool is pretty decent and it gets better pretty quickly. His Q range and nice base damage also secure kills that would have escaped from almost any other bot duo.
Starting at level 2 he can QWQ to stun an enemy for a kill. Mid game he huals ass around the map with successive EWEWEWEW spam at almost no mana cost. Late game he screws the enemy team with slows, stuns, nice AoE magic damage, and resurrections.
Nothing is more satisfying than popping Chronoshift just in time to save an ally from Akali, Darius, or Zed. And they will love you for it. So yeah. Build him 21/9/0 and help your carry get fed.
He isn't a traditional support, he is an aggressive poke support early game. Don't sit back and E your ally and rarely throw bombs like Soraka would.
play aggressive, throw bombs and auto attack enemies like crazy. With the rework he got, his auto attack harass is pretty damn good because of the sped up animation. And your all ins are pretty good to with an E slow into double bomb stacking for the stun.
Zilean also works amazingly with an AD carry with a massive level 6 spike due to his passive. One of my favorites is paired up with 
because the bomb stun combo into her ult will wreck entire teams really hard.
