Skarner Rework
Will Skarner appear on the next champion roadmap? His pick rate is extremely low and he is extremely weak.

Volibear needs one worse than skarner. Any kind of slow, or hard stun prevents him from doing anything. Skarner can still at least flash-impale a target and drag it in.
