A solo only queue

For a long time I have seen duo players bully others or both afk if a game is going poorly. Sometimes they are the reason a game is going poorly, such as by doing things where the jungler is a duo and only ganks mid or top and ignores the other lanes. Why hasnt riot created a queue for solo only players?
