nah it doesn't, but i wish it would so laners stop yelling at me for stealing their gold.

According to a wiki site (http://leagueoflegends.wikia.com/wiki/Minion)

[minions spawn] every 30 seconds.

If spoils of war can proc every 30 seconds, then it would apply once to every minion wave. With the usual limits of requiring a nearby champion.

Yes and no. this would just be a fallback incase laners let my minions last hit. you can also store up to 4 charges so it'd cover most of a wave (2/3 to 4/7 depending on cannon).
