I just started playing League again after a long hiatus, and in all of my matches so far, I have seen Sejuani either banned or picked.
Back when I used to play on old Rift, I loved Sejuani, but I was in a tiny minority. Still, I performed well with her, and got my first Penta with her.
However now on the new Rift I can barely even hope clear three camps with her initially. I always hear how she is OP nowadays, but she feel really weak to me, what am I doing wrong?
Probably you're not using a proper build, or you're taking on the wrong camps off the start. Please provide your runes, masteries, and jungle path. People tend to mob those who are too ambiguous.
New jungle is seriously painful. Even with the right runes and masteries you are totally going back after 3 camps.
Sejuani hasn't been good clearing the jungle pretty much ever, and she certainly isn't now. That's the price you pay to get such good ganks and lategame scaling.

I start the ranger's trailblazer usually into sunfire and merc treads, but I sometimes change depending on the match. Always tank gear.
I usually start Gromp and then go to Blue. And then recall because I can't do anything more. I always start W.
She was played once in the LCS today. Tomorrow she will be deemed OP and people will demand nerfs. Thus is the community
Well she's seen LCS play recently, so of course pick rates (b/c popularity) and ban rates (people banning FotM champs to avoid accidental feeding*) are going to inflate a little. Of course, she's not easy to play, but she's very effective in team fights.
*I say accidental feeding because when a champion surges in popularity, people might not have put forth the practice thinking that the champion is OP. It's a safeguard, not an insult to players. -shrug-
This is what most people are running on jungle Sejuani because her early clear is so tough without damage.
