with 1250 bonus mana his q only does +30 magic damage and that means he only gets a (120)+30 shield when he gets run down. many tanks can all in ryze since his mana shield is down right now.
now if he was at 400 ap he would have a 400 damage sheild. now that seems crazy but i think the mana scaling on ryze is down right now.
Quepha1 votes1250 mana is much, much, much cheaper than 400 AP so you haven't really said anything of value.
His damage scaling with mana right now is just about equal with his AP, and considering that AP has no value other than damage benefit while mana also extends your mana pool plus mana is usually available on stacking items that are overly efficient in general, Ryze is definitely still heavily incentivized to build mana items.
