Can we get a cert/training league

Too many people don't understand basic objectives of the game, they're solely focused on padding their kda and it's really ruining ranked at the lower levels. A training/cert league everyone has to pass that forces players to complete objectives would be wonderful before they can play in ranked .

I feel like the (albeit shitty) tutorial, bots, practice tool, and gigantic community of how to videos and guides would be enough. There is enough information out there, its more of a matter of people not being dedicated or not caring to learn the in depth parts of the game than Riot not implementing enough stuff.
