In lower elos he completely dominates because he can pull a knockup out his a** anytime he feels like it...it needs to have a cooldown or something where he can't just spam the hell out of it. It should be part of his ult maybe, not just something that leads to ult but actually part of it, either he lands or doesn't but no reset and the cd should ensue.
I honestly doubt Yasuo dominates low elo.

weird i wonder why riot refuses to rework or gut yasuo. oh wait, it's because he's a perfectly balanced champion and you just don't know how to fight him.
so far every person who has complained about yasuo being op is in low elo. I myself am in low elo and whenever someone picks a counter they destroy me even if i play safe. Yasuo has a high skill cap so if you see any good players in high elo they probably have played for a long time
Yasuo winning a teamfight is most of the time out of his ass.
