The problem is you're replying toxicity with toxicity. You're not 'wrong,' but you are 'just as bad.'
People worshiping the meta is wrong. People reacting with the meta as a precedent is wrong. And people demanding features be added that let them interact so directly with the outcome of a game before it's started is just as wrong. People will just dodge-happy as soon as they see someone they don't remotely like, or they feel like being cheeky. And then you limit the feature, and then they improve their abuse, so you heavily limit the feature and it no longer serves its purpose. What-- you mean you didn't think the trolls could use your safe-dodge, too? You finally got that pick you wanted? Immediately rushed into a Nidalee pick or something? Well too fuckin' bad, this kid's gonna safe-dodge because he doesn't like you. Or the other guy. Or he saw someone he didn't like and he immediately dodged. I hope you're ready to dodge your next game. And have the next one dodged.
League can no longer do anything with, or to their community's behavior. They've spent the better part of three seasons just kind of being very muted about it, when they were very cavalier in previous seasons. They tried to tempt people with free skins... that went quiet pretty quick. And they tried to let players decide on the process, too. But that got nixed too. Their automated program just banned too many people, and they probably can't handle taking in that much toxic slander. I couldn't imagine combing through League logs; just constant threats, harassment, racism, putting-down, general mockery of respect and civility.
And you want them to have an option where they can dodge without repercussion.

Your problem isn't with dodging being punished. It's with toxicity and the fact that Riot won't stop it.
I know you know that, but if nobody says anything, Riot doesn't know that's what's going on.
