Ranked Requirements

Riot, is there anyway you could implement something so that people have to have reached some sort of skill cap to participate in ranked play? Reaching level 30 shouldn't be enough to join competitive play, perhaps they have to have a certain amount of games played or not have straight feeding records etc? I feel like this season is even worse than last (and that is saying something) with all of the players intentionally feeding/trolling. I had 3 games straight with the same individual on my team that fed every single game, our whole team reported him after each and yet he still was able to queue up and ruin more games. Is there a way where if you get reported for feeding so much you actually get suspended/banned like you are suppose to? I love playing this game competitively but the lack of effort from the majority of the ranked player base is distasteful specially when some players join games for the exact reason to make other players experiences suck..
