Ranked Matchmaking Has no Balance

After observing hundreds of games i have come to the conclusion that riot has no idea how to balance ranked teams to make a competitive experience with two teams of near equal skill level. Instead 9 out of 10 games has one team having a way higher skill/experience level than the other team (usually the enemy team) and the game is almost always completely one sided. at least 6 out of 10 games one team cant even take a single turret. Please Riot take some advise from some older more balanced multiplayer games and balance your matchmaking please so it doesnt feel so rigged.
