Simple Changes to Make Champions More Interesting: Singed

My brother really likes to play singed but often complains about his passive being boring and I think that goes for a lot of some of the older champs (Which Riot is trying to fix with the reworks). I think it would be beneficial for riot to post brainstorm forums to the community on making small changes to champs to make them more interesting but don't necessarily need a rework.

Here's my idea for Singed: Something as simple as giving him a short stacking movement speed buff when he is auto-attacked would still fit his character while being supremely more interesting. Then just buff his base health a little.

I'd love to hear more Ideas on how to make singed more interesting without breaking his character here!
