Can we get Fervor stacks from abilities back?

If you are playing a more ability-intensive champ it is way more difficult to stack and to keep your stacks when in an extended conflict. This seems kind of weird since it now mostly benefits champs with AD ability scaling. If we could get a balanced form of stacking from abilities similar to how it use to work I think it would really help. Also for Riot, why was this feature removed in the first place? Some insight on this would be nice.
