Why are champions allowed to have a whole kit of low CC AND deal damage? Isn't the point of strategy to be risk vs reward in everything we do? That used to go for the items we buy as well before triple passive champs. Now tanks are all scaled to % health damage, allowing them to invest purely in damage mitigation while simultaneously stacking their damage. Low cooldown, high base damage and scaling, + hp %. Where's the risk?

Examples that come to mind: Braum Sion Jarvan Amumu Mundo Elise Garen Maokai Shen Tahm Kench Vi Majin Buu (Zac)

I like how they did Poppy. Her damage is pretty high, but a lot of it is situational.

Shrug... I would rather see Tanks scale off of health and resistances than see "AP Tank" Malphite 2-shot my carry... Rito wants tanky champs to want to build tanky stats and so they give them tank ratios... Leona is a perfect example... Her W used to be a flat amount of armor and MR but they wanted to reward her for building tanky so they nerfed the bases and added ratios... Risky or not tanks building tank items and being effective with them is healthy for the game...
